The others get a chance at some love too. I thought that white shadow and this empress were actually blood siblings and that's why he'd saved her but that doesn't seem to be the case.

Ok he never wanted revenge against the empire he wants revenge against Emperor Wu and clearly stated he will get to that. He is literally playing the long game. Secondly this series in also under the romance genre so there will be occasional times where ROMANCE/ couples are involved.
